Each agent has a role, a set of tools it can use, and explicit instructions about what it is not qualified to decide. Agents cannot exceed their scope without escalation.
Quality gates before completion
No agent marks work complete without running a quality gate. Tests must pass. Verification must succeed. The agent cannot skip this step — it is enforced by the hook system, not the agent's judgment.
Approval routing for high-risk actions
Low-risk work auto-executes. High-risk actions — outreach, data modifications, code deployments — route to a human approval queue before execution. The risk classification is deterministic, not left to the agent.
